When there is a pilot already tuned on the ATIS frequency it's impossible to activate ATIS transmission.
Same, if a pilot is still on the ATIS frequency, ATIS broadcast cannot be stopped.

I see what's happening, so I'll explain.
When there is a pilot already tuned on the ATIS frequency it's impossible to activate ATIS transmission.
I wrote this intentionally.
I didn't want an ATCO setting up an ATIS on a frequency that is already in use by voice.
Imagine using a frequency to control and then another ATCO selecting it as their ATIS frequency and blocking your transmissions.
It's a first come first served basis.
If the frequency is in use a a voice frequency first, then nobody can select it as their ATIS frequency.
If the frequency is in use as an ATIS first, then nobody that joins that frequency can transmit.
Same, if a pilot is still on the ATIS frequency, ATIS broadcast cannot be stopped.
This is a small bug you've found which I didn't think about.
The ATIS isn't sent from the ATCO client to the pilot client as sound. It's sent as text.
The Pilot client client then plays the text as Text To Speech (or TTS).
I'll have to do some testing, but it looks like the Pilot client will play the TTS message until it changes frequency, regardless of if the ATIS has been disabled since the pilot first tuned.
To fix this I'll need to tell the pilot client that the ATCO client has disabled the ATIS.
I'll put a fix in the next time I have 10mins spare.

I see! But two pilots flying downunder and chatting on the same freq of London ATIS wont allow a London ATCO to broadcast ATIS when he starts "working"!
To fix this I'll need to tell the pilot client that the ATCO client has disabled the ATIS.
What happens when the ATIS is updated? Does the pilot client update the received text time to time?
If the pilot client loops indefinitely on TTS a modified ATIS (ie: D to E) will be unoticed.

You're right.
I do this with voice now. If a pilot has the distance box ticked on config, the pilot only hears transmissions less than 200nm away.
I should be able to do that with the ATIS too.

The ATCO sends the ATIS text message to all clients when the ATCO enables the ATIS or the ATIS information updates.
The pilot will play the last ATIS message it received when it tunes to the ATIS frequency.
When the pilots TTS player comes to the end of the text, it checks by reading and playing the latest text message it received from the ATCO.
If the pilot has received a new ATIS text message it will play the new ATIS, else it will play the last message it has.
So if it doesn't know the ATCO disabled the ATIS, it will play the last ATIS indefinitely.
It's up to the ATCO to SEND the updated ATIS and not the Pilot to PULL the updated ATIS.
If that makes sense?
